Rogers also points out that on a performance basis, SACEM monies are much larger than ASCAP monies on a per-member basis. Also in this segment, Rogers discusses the Western European societies. Since Western Europe is composed of many countries, each country has its own society. However, each acts as its own monopoly. Therefore, Europe is able to keep the license rates high. This is contradictory to the United States. The United States instead has three competing societies, no box office money, and television play counts as only one run.</description>
